To convert a decimal into a percentage, first we have to convert it into fractional form.  

Because percentages are out of 100, the resulting fraction would be 3/100.

Next, to find the decimal, we would just divide the fraction (numerator divided by denominator).

3 % = 3/100 = 0.03
