3 + 1/9 = 27/9 + 1/9 = 28/9
2 + 2/5 = 10/5 + 2/5 = 12/5

So:
[3+(1/9)]/[2+(2/5)]
=(28/9)/(12/5)
=(28/9)*(5/12)
=140/108 = 70/54 = 35/27
