The governmental leadership does indirectly dictate the societal changes in the United States. Even though there are certain changes in the society that are directly dictated by the laymen or common members of the society, the regulatory and law-related culture and proceedings affecting the daily lives of the common people are direct proof that governmental leadership can really dictate societal changes.
