I think it would be 75 cookies because to get to 1 to 25 you multiply by 25, so you multiply 3 by 25 to get 75.

cookies to milk is 3:1

3/1 = c / 25....3 cookies to 1 glass milk = c cookies to 25 glasses milk
cross multiply because this is a proportion
(1)(c) = (3)(25)
c = 75 <=== there are 75 cookies
