5y = -2x + 4
y = (-2/5)x + 4/5

so our equation must have the same slope  -2/5  ( because it is parallel to given line)

y - y1 = (-2/5)(x - x1)
plugging in the point (2,1):-
y - 1 = (-2/5)(x - 2)
y = (-2/5)x   + 9/5   is the answer
or we can write it in standard form:-
2x + 5y = 9
