The qualifications for House of Representatives are to be over 25 years old and have been a citizen of the United States for at least 7 years, so he can run for House of Representatives for the state which he currently inhabits.
The qualifications for Senate are to be at least 30 years old and have been a citizen of the United States for at least 9 years, so John cannot run for Senate.
