The equation that would best represent the relationship of the given variables in this item is,

                  Y = kX

where k is the constant of proportionality.

Substituting the first set of given,

               14 = k(49)

The value of k is 2/7.

Solving for the Y of the second set,

                  Y = (2/7)(42)
                    Y = 12
