It did nothing to address poverty. The Indian Civil Rights Act of 1968 made it illegal to discriminate on the rental, financing, or sale of housing based on sex, race, religion, or national origin. While this opened up opportunities to Native Americans, it did nothing to help with the fact that they were living with the highest poverty levels in the US.
