hello : 
let the slope : a    and ; b the slope of the line : 6x - 3y = 2
the line that is perpendicular to 6x-3y=2  so : a×b = - 1 
but : 
6x - 3y = 2...      y = 2x-2/3  when : b = 2
 in point - form form of the equation of the line that is perpendicular
 to 6x-3y=2 is : y = (-1/2)x +c
contains (5,1) : 1 =  (-1/2)(5) +c
c = 7/2
an equation is : y= (-1/2)x +7/2
