the answer would be: It allowed for government to enforce laws and settle disputes
In the articles of confederation, that is no line that could be use to determine who is right or wrong everytime there is a dispute (so most of them solve it by duel to death). The Constitution give the right for the central government to create some regulations that must be followed by every citizens that could be sued to solve the disputes
