The answer is Mr. Givens.

I think the narrator accidentally proclaimed Mr. Givens dead because of his laziness to call and confirm with the morgue. Because of this the narrator was fired by the newspaper company he was working (the narrator was a an editor who write orbituaries) Because of this, Mr. Givens felt bad for the  man and decided to proclaim his death.
