At what depth in the ocean are aquatic plants able to produce the most sugar using photosynthesis?

In the process of photosynthesis, one of the most important ingredient would be sunlight. Therefore, those aquatic plants that are near the surface would be able to produce the most sugar. This is because they can easily absorb sunlight compared to those that are located deeper in the water. Hope this helps.
