Which best describes the construction of a triangle if given the segment lengths of 10 cm, 5 cm, and 4 cm?

This is an impossible triangle. The rules for determining if a triangle is possible are:
1.) a+b>c
2.) a+c>b
3.) b+c>a
We notice that when sides b and c (5cm and 4cm) are added, they are not greater than side a, so this triangle is not possible.
