Let the width is x
and the length is 3 + 3x

and the perimeter is 2(l+w)=2(x+3+3x)=46

solve for x:

2(4x+3)=46
4x+3=11.5
4x=8.5

x=2.125

the width is 2.125 cm and the length is 9.375 cm
