How is ph used to determine if a solution is acidic or basic?

If it is below 7 it is an acid.
If it is above 7 it is a base.
If it is 7 it is neutral.
I'm not sure, but I think "acidic" refers to a ph of 0 and "basic" refers to a ph of 14. I could be wrong about that part.
