ANSWER: You heat alcohol in the water bath because alcohol itself is extremely flammable and it itself can evaporate pretty easily. Water also takes time to heat up, which results in the alcohol not evaporating swiftly.

alcohol is very flammable and heating it on an open flame is very dangerous, so therefore it is heated in a water bath so that it can still gain significant temperature but does not have to come into contact with a flame
