7 1/2 ÷ 1 1/2

make them improper fractions;

15/2 ÷ 3/2

make 3/2 a reciprocal(basically flipping the fraction upside down)

15/2 ÷ 2/3

and multiply across;

15/2 x 2/3 = 30/6 which simplifies to 5 bags of flour.
