Answer:

The US without a draft had only 100,000 troops. That's tiny compared to millions of Nazi soldiers. As for Pearl Harbor and Japan, the US underestimated the Japanese ability to attack the US and its strength. The US also was not in conflict with Japan and did not expect a sneak attack by them early in the morning.
