In fair weather, there is an electric field at the surface of the earth, pointing down into the ground. what is the electric charge on the ground in this situation?

Because the electric field is pointing down to the ground the electric charge on the ground will be negatively charged, this is due to the fact that electric field normally point away from positive charge and point towards negative charge.

as we know that  electic field lines converges fron negative charge.and here the electric field lines pointing down into  the ground means that the charge on the earth is negative
