The general equation of a circle is [tex](x-a)^2+(y-b)^2=r^2[/tex], where [tex]C(a,b)[/tex] is the center and [tex]r[/tex] is the radius. By the statement:

[tex](x-a)^2+(y-b)^2=r^2\\\\ (x-6)^2+(y-(-5))^2=4^2\\\\ \boxed{(x-6)^2+(y+5)^2=16} [/tex]
