The United States has a longstanding history of using the criminal justice system to deal with people who abuse drugs.
People who abuse drugs have started a dangerous industry which has taken the lives of many Americans. The best way that the U.S. can deal with them is by locking them up. This prevents the person from doing harm to others or themselves while high. While locked up, the people are out of reach from said drugs and learnt to cope without them.
