Yes its true

Given number is 496

Rounding to nearest 10

The 1st digit place is 6 which is greater than 5 hence it will be rounded upto nearest 10th i.e 500.

Rounding to nearest 100

96 is clearly seems to be closer to 500 hence it will be rounded up to 500.

Hence proved.
