Well, first an amendment must be PROPOSED by either 2/3 of both houses of congress or a national, state convention.
Then, this amendment, if proposed, can be RATIFIED by 3/4ths of state legislatures or representatives of a state at a national, state convention. Let me know if you have additional questions!
