Physically, a boat may not be able to balance on water with heavier things on one side.
For instance in this image, you see an elephant and a hippo on one side, and smaller animals like a zebra on the other. In order for this to be balanced they have to have it balanced with heavier animals distributed evenly, as well as the lighter animals!
