The triangle in the graph as its angle bisectors drawn to it which means the intersecting point is the incenter or center of the inscribed circle. And because the radius of a circle is the same everywhere on the circle...

2x-7=x+8

x=15

the diameter is double the radius...

(15+8)*2=23*2=46 Done!
