10x - 3y = -23 . . . (2)
(2) x 3 => 30x - 9y = -69 . . . (3)
(1) + (3) => 24x = -48 => x = -48/24 = -2

From (1), -6(-2) + 9y = 21 => 9y = 21 - 12 = 9 => y = 9/9 = 1

Threfoe, x = -2 and y = 1
