Every rational number is written as:

A/B   where A ∈ ℤ and B ∈ ℤ* (B ≠ 0)

So in our case, 2/9 is a rational number, because we have the division of 2 by 9 and 2 ∈ ℤ and 9 ∈ ℤ*
