During a dry period in the 1930s the Southern Plains suffered severe dust storms that gave the name Dust bowl to a region from Texas to Nebraska. Many farmers lost their livelihoods and homes which aggrevated the already complicated economic situation of the farmers.

In 1932 the federal government decided to help the states severely affected by the drought and the dust storms in the Dust Bowl.
