Why did food companies knowingly sell spoiled food?

Even though they know it’s spoiled food they don’t want to have to toss wasted food which means they would be losing money giving them a big profit drop but in the end giving out spoiled food makes them look bad for what they are giving and not having higher health concerns for their costumers and overall health
