Whenever you need help visualising a graph, you should try to use Desmos. However, know how to do it manually. The 3 on y < -2x + 3 is where you start on the y-axis (vertical line), then you move down 2, to the right 1 to place the x-axis point (horizontal line). Hope that helped!
