Answer:

The answer is sometimes. The base of an isosceles triangle can be equivalent to, longer than, or shorter than the two equivalent legs. As long as two of the legs are equivalent, the triangle is still isosceles and the base length in comparison to the other sides is irrelevant(it could be shorter, longer, equiv.) so the answer is sometimes.
