In economics, what makes a project productive? What makes a project counterproductive?

A project is said to be productive, when it produce the necessary or wanted results.

Bear in mind that results isn’t always a profit, sometimes company do some research project, or expansion project (where they lose money) to enlarge their market shares

Typically counterproductive project are: over budget, miss the deadlines, failed to achieve the goal
