Plug the coordinates into the distance formula and solve as such:

[tex]CD=\sqrt{(8-(-9))^2+(-3-(-6))^2}\\CD=\sqrt{17^2+3^2}\\CD=\sqrt{289+9}\\CD=\sqrt{298}\\CD\approx 17.3[/tex]
