Most likely the question is referring to an Advanced EMT(AEMT). Advanced EMTS can preform more life support actions. I have heard that some local protocols allow an AEMT to intubate or administer nitro with out needing to contact medical direction.
It could also be a PEMT (Paramedic). This is less likely though because generally they are considered to be Advanced life support so wouldn't be limited in what they could do.
