This is point slope form which in general is

y - y1 = m(x-x1)

The slope is m, which in this case is m = 2/3
The point this line goes through is (x1,y1) = (1,3)

As the name "point slope form" suggests, this form quickly lets us know the slope and one point that is on the line.
