I believe the answer is: they laugh it of because barely anything is ever approved by the committee and it takes many of years to get something approved if even possible
The committee is filled with the members of different parties that notoriously held different principles. So, it is very common for each members to get in the way of one another when passing the bill and make the whole process become longer than necessary.
